Sidewalk Notices, Front Walks and Steps

Sidewalks and steps take more abuse than almost any concrete at your house: shovels, salt, tree roots and foot traffic in every season. In Sioux City they also come with city rules. The property owner is responsible for repairing unsafe public sidewalk next to the property, and the city inspects a different part of town every year. We replace public sidewalk panels, front walks, stoops and steps, and we handle the permit and inspection.

How the city's sidewalk program works

The City of Sioux City Engineering Division divides the city into ten zones and inspects one zone each year. Under Iowa Code 364.12 and city code, the owner of the adjoining property is responsible for repairing defects. The city's list of defects includes:

  • Vertical or horizontal separations of 3/4 inch or more
  • Holes or depressions of 3/4 inch or more
  • Spalling over half a panel with depressions of 1/2 inch or more
  • A panel cracked into pieces where none is over one square foot, or a cracked panel that is a danger to the public
  • Missing sections, full depth
  • More than 3/4 inch off the staked grade

If you get a notice, you have two options under the city's program. You can hire a contractor of your choice, who works under a city-issued permit and must have the work inspected before the concrete is poured. Or you can let the city's contractor do the work and bill you; the city's posted 2024 rate was about $16.80 per square foot for 4-inch sidewalk and $24.14 for 6-inch, and an unpaid bill moves to a special assessment after 30 days. We give you a written quote so you can compare.

How we replace sidewalk panels

We saw-cut the damaged panels at the joints, break them out and haul them away, remove roots or soft soil where we can, compact the base and form the new panels to the city's grade. The permit and pre-pour inspection are scheduled before the concrete arrives. Panels that cross a driveway are usually thicker. The city notes that some defects can be repaired without replacing the whole panel, and we will tell you when that applies.

Front walks and steps

Private walks from the street or driveway to the door follow the same build: base, forms, slope and joints. Steps are where older homes show their age. With about a third of the city's housing built in 1939 or earlier, many front stoops are original or patched many times. Common problems are crumbling treads, a stoop pulling away from the house, and steps that have settled so the rise is uneven. We form new steps with even risers and a landing at the door, and add railings or post sleeves where needed. HomeGuide notes that steps over 5 feet tall usually need a landing.

Winter care

Shovel early so snow is not packed into ice, and use plain sand on new concrete the first winter. The city's Engineering Division shares that advice from the Iowa Concrete Paving Association. Seal walks and steps every few years to keep salt and water out of the surface.

Sidewalk and Step Work

From one tripping panel to a full new entry, these are the jobs we do most.

City-noticed sidewalk panels

Replacement of marked panels under a city permit, with the pre-pour inspection scheduled.

Public walk at the driveway

Thicker panels where cars cross the walk, tied into the apron.

Front and side walks

New private walks with a slope that drains and joints that control cracks.

Poured steps and stoops

Even risers, a proper landing and a broom finish for grip.

Step repair

Patching chipped treads and edges when the steps are still sound.

Railings and sleeves

Post sleeves set in the pour so railings anchor solidly.

Sidewalks & Steps Questions

I got a sidewalk notice from the city. What do I do?

You can hire your own contractor under a city permit, with an inspection before the pour, or let the city's contractor do the work and bill you. Call us with the notice and we will quote the marked panels in writing.

Who pays for sidewalk repair in Sioux City?

The adjoining property owner, under Iowa Code and city code. If the city's contractor does the work, the bill becomes a special assessment if it is not paid within 30 days.

Can a sidewalk panel be repaired instead of replaced?

Sometimes. The city notes that some defects can be fixed without replacing the whole panel. Panels that are broken into small pieces, badly spalled or far off grade usually need replacement.

How much do new concrete steps cost?

HomeGuide lists poured concrete steps at $200 to $500 per step. Landings, railings and removal of old steps add to the total.

Why are my front steps pulling away from the house?

Usually the soil under the steps has settled or washed out, often because water runs off the roof or walk into that spot. New steps on a compacted base with good drainage fix the cause.
